Yes, diabetes can be detected by both blood and urine tests. It is impossible not to detect diabetes because the tests are so elaborate now and would require fasting.
Explanation:
By blood, it can be detected by a procedure called fasting blood sugar where you do not eat or drink anything strictly for 8 hours and the normal range would be 70-100 mg/dl. Anything higher than that then the individual has a very high chance that he/she have diabetes. In the urine test, it has to be less than or equal to 130 mg/dl. The problem with the urine test though is that there is no fasting involved so there's a chance that the test will be inaccurate.
