Rearranging a statement into a question form should be easy.
If you leave the question mark off, it would not be (grammatically) a question.

Explanation:

[I am not certain that I understand this question].

Examples of conversion of statement into questions:

Statement:
#color(white)("XXX")#Jack and Jill went up the hill.

Questions:
#color(white)("XXX")#Did Jack and Jill go up the hill?

#color(white)("XXX")#Where did Jack and Jill go?

#color(white)("XXX")#Who went up the hill?

(in less formal, but common usage, asking for confirmation)
#color(white)("XXX")#Jack and Jill went up the hill?
