Are all mixtures solutions?

No! There are many examples of mixtures that are not solutions e.g. powders in water, or mixtures of two different powders.

Explanation:

You can make mixtures from a number of different phase substances. For example salt and sugar granules can form a mixture, this isn't a solution. Soil is a mixture of various different types of minerals and organic substances, but that isn't a solution either.
