Every writer is an author, but the word author does not mean only writers. For example:
William Shakespeare can be described as both author or writer, while Vincent van Gogh is an author, but he did not write anything, so he could not be described as a writer.
Other difference can be that the word author is usually not used alone, it is connected with a particular work. We can for example describe Shakespeare as the author of Mackbeth not just an author .
