Mao made vague pronouncements and encouraged the creation of Red Guards. Some of the pronouncements promoted violent behavior. Beatings and killings occurred. Individuals were expected to denounce family members as a matter of course. Much of this was spontaneous.

The Cultural Revolution was created by Mao after the failure of the Great Leap forward. To re-establish his power over the country Mao began the movement that became the Cultural Revolution in 1966. He said that it was over in 1969 but the effects continued after his death.
