The inverse of the matrix #A=((a,b),(c,d))# is

#A^-1=1/(ad-bc)*((d,-b),(-c,a))#

Here,

#A=((-4,6),(8,-12))#

We calculate the determinant

#Det A = | (-4,6), (8,-12) | =(-4*-12)-(6*8)=48-48=0#

As #Det A=0#, the matrix is not invertible
