Explanation:

I would take one square root and write:
#(sqrt(-18))/(sqrt(-32))=sqrt((-18)/(-32))=sqrt(18/32)=sqrt(9/16)=3/4#

If you know Complex Numbers and Imaginary Unit you can solve it as:
#(sqrt(-18))/(sqrt(-32))=(sqrt(18*(-1)))/(sqrt(32*(-1)))=(sqrt(18)*sqrt(-1))/(sqrt(32)*sqrt(-1))=(cancel(i)sqrt(18))/(cancel(i)sqrt(32))=#
and continue as before.
