I am not sure how helpful this answer will be, but some ideas that spring to mind are:

  • Distraction.
  • Over elaboration.
  • Deliberately misinterpreting a question.

For example, if a minister was asked to comment about "the bill before this house", he might launch into an elaborate discussion of the historical, cultural and environmental factors relating to the presence of a mallard duck (or perhaps a policeman) on the pavement outside the houses of parliament, disguising it to make it appear that he is addressing the intended question.
