To try and contain Japan's aggressive expansionary goals

Japan was viewed by FDR as having aggressive expansionary goals. Japan needed many natural resources to build the strength of its empire. FDR warned Japan not to attack China or there would be consequences. Japan ignored these threats and proceeded to invade Manchuria. FDR sent weapons to China so they had the military resources to fight and hopefully contain the Japanese.
