You need to get x in the left of the equals sign and everything else on the right to solve for x.
Use BODMAS.
What you so to one side of the equation, you have to do to the other side.

Explanation:

#0.5x - 4 = 0.2x + 11#
#0.5x - 0.2x - 4 = 0.2x - 0.2x + 11#
#0.3x - 4 = 11#
#0.3x - 4 + 4 = 11 + 4#
#0.3x = 15#
#0.3x/0.3 = 15/0.3#
#x = 50#
