Charge is basically the instantaneous situation of the atom , which arouse due to the presences or absence of the electrons.

Meaning

Every thing is made up of atoms , and they have electrons , in the nucleus it has protons and neutrons . The charge on 1 electron is #-1.6* 10^-19#C of charge ,this charge is due to the pi mesons which are total 3 in number and arouse attraction among two electron and proton .

In stable state when there is no charge on atom there are equal number of electrons and protons , when some electrons leave the atom it leaves behind equal amount of positive charge and when electrons enter the atoms it generates equal amount of positive charge .

lets take example,

#"Be"_4^8# we know it have 4 electrons but in case due to some phenomenon it loses one electron , now it becomes #"Be"^+# it is short of 1 electron which give it a positive charge because now one electron less is countering the positive charge from the nucleus,
