A somatic response is voluntary, a motor response may or may not be.

This includes breathing, because although the muscles can continue moving unconsciously, those same muscles are used for speech, which is voluntary. A motor response is when the muscle moves when prompted by the nervous system. A motor response could be a person typing on a laptop, which is voluntary, or a person quickly retracting their hands from a hot stove, which is involuntary.
