Its getting harder to distinguish "underdeveloped" and developed countries purely by visible infrastructure in the Capital cities but there are some more obvious than others.
Explanation:
I feel the answer is too much about prejudice and generalization. The developing world is not like Bangladesh which the answer seem to be invoking. Other than a short stopover where I never left the plane have I been to Bangladesh.
South Africa is pretty developed. Mozambique is not. I was there in 2010 and the roads from South Africa abruptly ended and were replaced by ruts in the grass. This is because of the mines during the war generally forced people out of the countryside into the towns. Transportation systems are also a difference between "developed" and "underdeveloped"
The Vietnam is more developed than Cambodia although both are nice to visit and have interesting cities. Warfare tends to make a difference in development. Cambodia was trying to rebuild but the roads were a horrible mess.
Pure comparison by population isn't that great either. Mongolia wasn't particularly well developed but getting better and has a low population density except for Ulan Bator. There are many yurts as temporary housing in Ulan Bator. I have been there more than once in the last 10 to 15 years and it keeps getting more and more developed. Outside Ulan Bator there isn't much.
Tokyo, Japan has a very high population density and is very well developed. Male has one of the highest population densities in the world and is well developed.
