See rhetorical(adj) is the art of of using language so as to persuade or you can say meaningless language with an exaggerated style often intended to impress....so rhetoric is a word which exists..

Explanation:

Periphrasis is simply beating around the bush or you can say a roundabout way or indirect way of more words than necessary to express an idea..

So if you combine the two sentences it makes sense..to use some lang which will persuade other but in an indirect way...
