It was seen as temporary in that at some point in the future, the intention was that Vietnam would be re-unified. Elections were to be held in the South. However under the corrupt rule of Diem this never happened. The situation deteriorated and American involvement increased. The rest is history, one which is tragic. Vietnam was finally re-unified after the fall of Saigon in 1975.
