I’ve never considered this before, so am not very confident, but will have a go...

Explanation:

The chassis moves at 36 km/h relative to the ground, the bottom of the caterpillar is stationary (relative to the ground), the top of the caterpillar must be moving forward at 36 + 36 = 72 km/h. The vertical part must have zero velocity relative to the chassis and is therefore moving at 36 km/h.

Never has an answer been posted with more trepidation ... great question, it really made me think (tell your teacher!)
