Explanation:

Resistance is based on the number of available spaces in the outer (valence) shell of an atom. Atoms that have full valence shells are considered to be insulators and have very high resistance. That's because there's no room for them to move from one atom to another.

For elements that do not have full valence shells, such as those in the middle of the Periodic table, electrons can easily move from one atom to another. Those elements are called conductors and they have very low resistance.
