C decrease in platelets count.

Explanation:

Purpura causes the small blood vessels to burst and the blood pools under the skin. This can occur due to many reasons, with one of them being a decrease in platelet count which leads to blood clots in the capillaries because of which they burst.

The others causes could be:
1. Disorders that affect blood clotting
2. Certain congenital disorders, present at or before birth, such as telangiectasia (fragile skin and connective tissue) or Ehlers-Danlos syndrome
3. Certain medications, including steroids and those that affect platelet function
4. Weak blood vessels
inflammation in the blood vessels
5. Scurvy, or a severe lack of vitamin C
6. Immune disorders such as idiopathic thrombocytopenic purpura
7. An infection in the bloodstream
or some viral infections (Epstein-Barr, rubella, cytomegalovirus)
8. Rocky Mountain spotted fever (from a tick bite)
9. Systemic lupus erythematous
