Because they contain negatively charged particles called electrons that repel one another.
Explanation:
Electron clouds or 'orbitals' repel one another because they are negatively charged (they comprise of electrons which are negatively charged).
When you try to 'push' one negative charge towards another, they repel one another and try to resist being pushed together.
