So you want to isolate x by itself.

Let’s start by adding both sides by 22 (what you do on the left, you must do on the right!)

#-22+x/3 = 4 #

#-22 + 22 +x/3 = 4 +22#

Notice that -22+22=0, so that cancels out and we get:

#x/3 = 26#

Now we would still want to get x by itself, so the next move is to multiply both sides by 3 to cancel out the denominator.
