Alright, instead of thinking about which points we don't have, lets think about which ones we do have.

The circles has an origin at #(0, 0)# and a radius of #10#
So lets find the two y-intercepts and the two x-intercepts first.

Since the radius is #10#, we can go out #10# points on all sides.

x-intercepts:
#(10, 0)#
#(-10, 0)#

y-intercepts:
#(0, 10)#
#(0, -10)#

Knowing this, you should be able to correctly find which points are not within the circle. Hope this helps!
