You should know that no matter by which number you multiply or divide a numerator and denominator(when the numbers are same), the result will be the same
So, multiply both sides by 100
#3.8/25.08=(3.8xx100)/(25.08xx100)=380/2508#
Cancel out both by 2
#(cancel380^190)/(cancel2508^1254)#
Cancel out both by 2
#(cancel190^95)/cancel1254^627#
Which can't be simplified further....
