Dalton's atomic theory creates a framework on which the other laws rely on to be true.

Explanation:

Daltons atomic theory provides three basic assumptions about atoms:

1.) All matter is made of atoms

2.) Atoms can not be split apart or destroyed

3.) Compounds are formed based on combinations of atoms.

One of these basically turns into the law of conservation, which states that matter can neither be created nor destroyed, just changed. The other two are slightly more complicated and deal with how molecules are formed.

As I have explained here, the Law of Definite Proportions "that in a single chemical compound (such as H2O or CO) the ratio of it's component elements is a fixed whole number ratio."

The Law of Multiple Proportions deals with multiple compounds based on some components instead of single compound. As I summarized in my article, the Law of Multiple Proportions applies "When you have a fixed amount of one element (such as carbon (C) or Nitrogen (N)) and you combine it with differing amounts of another element (such as oxygen (O)) the differing amounts of differing amounts of variable element can be expressed as a ratio of whole numbers."
