Really not sure about the previous answer, here’s mine...

Explanation:

Generally conductors (like metals) do not form electrical dipoles (things with one end different to the other, due to charge being pulled and held towards one end) as they have electrons that are free to move.

A compass needle must be magnetic, which generally means it will be metallic, so I would argue there will be no effect on the needle.

All in all, this makes it an odd question (mine, written like this, normally involve two magnets or two insulators to investigate students’ understanding of static charge or magnetism, but never both together.)
