Don't like decimals so lets get rid of them. Multiply everything on both sides by 10 giving:

#10x+(-683)=-491#

Think of #+(-683)# as #(+1)xx(-683)#

If the signs are different when multiplying ( or dividing ) the answer to that part is negative. So we end up with:

#10x-683=-491#

Add #683# to both sides

#10x-683=-491#
