It is #y-3 = 7(x+5)#.

Explanation:

The point-slope form is given by #y−b=m(x−a)#. Given the slope and any point on the line, you should be able to plug it in and get the point-slope form.

When you plug #(-5,3)#, #m=7# in, you get #y-3 = 7(x+5)# (don't forget double negative is positive).
