I know that it will be of the form #2C(x)=C(x/2)#, but I am still stuck to write the transformed function. Can anybody help?

Explanation:

#C(x) = 190sqrt(x) + 1200#.
You are correct. The operative sentence translates to
#CNEW(x/2) = 2C(x)# -- for all x.

Replacing x by 2x, we have:

#CNEW(x) = 2C(2x)# -- for all x.

Now you can use the function C, replacing x by 2x, to find a formula for CNEW.

#CNEW(x) = 2(190sqrt(2x) + 1200)#
etc.
