The Virginia Plan, developed by James Madison leading up to the Constitutional Convention, argued for a bicameral legislature based on population-weighted representation since Virginia was the most populous state at the time.
In contrast, New Jersey, a much smaller state, developed the New Hersey Plan, which called for a unicameral legislature in which each state, no matter the size, received one vote.
