I've recently leaned about the neocortex, the limbic system and the reptilian complex. Can anyone give me precisions as to why they're here and what are their uses ?

Although your question is grossly simplified, I'll give you a very broad answer (and not write you a novel).
The prefrontal cortex population of neurons build pathways mainly necessary in judgment, planning, and cognition.
The limbic system population of neurons build pathways mainly necessary in reward, fear, and memories.
The medulla, brainstem and cerebellum populations of neurons build pathways necessary for motor function, some learning, and autonomic function.
