Four times parenthesis 'x' minus three

Explanation:

The four is on the outside of the parenthesis so that mean it is being multiplied by what's on the inside. Hence the 'times'. You also have to make note of the parenthesis before explaining what's on the inside. Then you can note what is on the inside 'x minus three'.
