Roger needs to serve 78 hotdogs or more. The hotdogs come in packages of #8#

Since the hotdogs come in packs of #8#, our variable will be #8x#. And since we need #78# hotdogs or more, we'll use #<=# (greater than)

#8x <= 78#

#x <= 9.75#

This says we need to buy #9.75# packages of #8# hotdogs to have enough for everyone. But unless someone took #25%# of a package, people don't sell #0.75# of a hotdog package. So we would need to get whole packages
