#SiCl_4 + 2H_2O -> SiO_2 + 4HCl#

Explanation:

Reactants: SiCl4+H2O (1Si, 4Cl+ 2H, 1O)
Products: SiO2+HCl (1Si, O2+ 1H, 1Cl)
Notice how the number of O (oxygen atoms) and H (hydrogen atoms) and Cl (Chlorine) or not the same in the products and reactants, this is an unbalanced equation.

To balance it we must change the coefficients to make it even.
By putting a 2 before #H_2O# in the products and a 4 before #HCl# in the reactants the number of atoms on both sides are the same.
