In the first question,
Price=$20
Reduction price=20% of $20
Processing the given information further,
rArr 20% of $20

rArr $ 20/100 xx 20

rArr $1/5 xx 20

rArr $ 1 xx 4

rArr $4

Now, the price of the shirt=Normal price- Reduced price

                                              =$20-$4

                                              =$16

Moving on to the second question,
Total number of people=160
Percentage of people having car=95%
Number of people having car=(95%) /100 xx160
Processing the given information further,
rArr (95%)/100 xx 160

rArr (19)/20 xx 160

rArr 19 xx 8

rArr 152

Therefore, 152 people have cars in your street.
Now,
Number of people who do not have car
rArr Total population- People having car

rArr 160-152

rArr 8

Therefore, out of 160 people 8 people do not own a car.

If it helps, please let me know one way or the other;)
