Debatable between China and the Middle East.

Explanation:

It's worth reading "Guns Germs and Steel" by Jared Diamond about the rise of civilizations. The Middle East had some more advantages in crop availability than China but they developed at a similar time.

In this question there is the continuous civilization bit. There has been a fair amoun of change over in the middle east. China has been fairly isolated. The Han racial group has be somewhat dominant but they were ruled by Mongolians for a long time. The underlying assumptions of the question are worth examination.
