Explanation:

The way that I think of it is, is that the power is #-4#. Therefore, you need one fewer zeros than that power before your actual number... sorry this isn't making any sense! I'll give examples:

#4*10^-3 -># the power is a #3#, so you need #2# zeros before your number #= 0.004#

#1.7*10^-5 -># the power is a #5#, so you need #4# zeros before your number #= 0.000017#

#8.16*10^-11 -># the power is an #11#, so you need #10# zeros before your number #= 0.0000000000816#
