well first you have to get rid of #3# which you would divide on both sides. and now to counter #^2#, you have to square root on both sides. then you can just subtract #4# from both sides and you have your answer

#x^2 +8x= 9-16#
#x^2+8x=-7#

#(x+1) (x+7)=0#
#x= -1 , x=-7#
