Most bodies and objects should be, but not necessarily all.

Explanation:

You need to consider that the earth rotates around its axis. Objects and bodies that are exactly at the axis in the north and south will, therefore rotate around themselves, without being in circular motion.

Another aspect to consider is that the earth itself moves around the sun at the same time. Each object on the earths surface will, therefore, make a composite motion, which, therefor, is not a circular motion.

And again, the sun moves around the core of the Milky Way, which again influences the motion of each object.

and so on and so forth. How the motion is described it, therefore, dependent on what you compare with.
