Firstly, this has nothing to do with gas laws!

This is asking us to perform a stoichiometric calculation by relating data presented and molecular weights.

Hence,

#12.8"g" * (Na_2CO_3)/(106"g") * "L"/(0.250"mol") approx 483"mL"#

of #0.250"M"# #Na_2CO_3# have that mass of sodium carbonate dissolved.
