By stimulating GABA-ergic neurons, among other populations of inhibitory neurons.
This is usually accomplished by depressants, such as benzodiazepines or barbiturates. Alcohol has the same effect.
The nervous system already naturally does this, but the aforementioned drugs (I'm sure there are more) can artificially produce that effect, with a dose determined by a licensed healthcare professional, of course. ;)
