I don't know a lot about this, but the answer is probably D: Referendum
Explanation:
I looked on many state sites (for NY since I live there) and can definitely tell you that it is not recall. To recall involves a person in the government, not legislature.
It is not initiative because an initiative is when citizens can bypass state legislature.
A bond has to do with limiting how much the government spends.
And referendum allows citizens to repeal or approve state legislature.
Am I right? If I am wrong please tell me because this is a really interesting topic and your input might help me answer someone else's question
