Explanation:

That is false. When the mass is concentrated more at a distance from the axis of rotation, the MOMENT of inertia increases dramatically because of it. If you compare swinging a baseball bat from the handle to swinging it from the fat end, you will feel the difference. (Or substitute a hammer for the bat)

For the true false question to be true,
