Can a human egg cell be fertilized outside of the body?
No. A viable egg cell could never survive outside the human body. It is possible, however, for semen that is ejaculated outside of the female's body, but close to the vaginal opening, for fertilization to occur, due to the motility of the sperm cells. However, this fertilization would still occur inside the female's body in the Fallopian tubes (oviducts) as usual.
