The $C {O}_{2}$ molecule has a straight-line configuration $O = C = O$ so it has no dipole moment.
$N {O}_{2}$ has an angle:
So there IS a dipole (the $O$-side being slightly more negative).
The $O$'s will be attracted by the slightly positive $H$'s from the water molecules, and the $N$ by the $O$ of the water.
