Well, clearly the nuclear force dominates the electrostatic force.


The nuclear force, or #"strong nuclear force"# is a very short range force that operates between massive, nuclear particles, protons and neutrons. You will get a more sophisticated answer (I hope) from a particle physicist, but as chemists, this is something that we have to accept.
