It depends on the electronegativities of the atoms involved


If the two atoms are of similar or the same electronegativity (eg, carbon to carbon), then the electrons are shared - this is covalent bonding. But if the electronegativities are very different (eg sodium and chlorine) then the more electronegative atom (chlorine in this example), steals the electron from the less electronegative atom (sodium in this case, giving Na+ and Cl-).
