Herbert, like his predecessors, was known to believe in Traditional Liberal Economics, and yet he promoted the Smoot-Hawley Act which increased tremendously tariffs on foreign imports. Europe reacted with similar measures and the economy carried on declining, unemployment rose and businesses kept on failing.
