The one defining characteristic of matter is mass. All matter has mass.

In Physics, mass is defined as the characteristic of a body that causes it to resist changes in its motion. In the presence of gravity, an object with mass will also have weight. So, if you can weigh the object, or if it tends to resist changes in motion, you will know it has mass, and it must be matter.
