Explanation:

The Troposphere is the atmospheric layer closest to the Earth. As you get higher in the atmosphere there is less and less atmosphere above which causes the air pressure to decrease. Since Gay-Lussac's law states that pressure and temperature are proportional, then as you go higher in the atmosphere the temperature drops. The pressure above the Troposphere will be cold enough that any water would be frozen ice.
