5% acetic acid contains

$5$ units of acetic acid in $100$ units of water

for 2% of acetic acid we need

$2$ units of acetic acid in $100$ units of water

or $5$ units of acetic acid in $\frac{100}{2} \times 5 = 250$ units of water.

i.e. in each $100 m l$ of 5% acetic acid we should add $150 m l$ of water i.e. one and a half times water
