When an exponent is raised to another exponent, the exponents multiply.

${\left({m}^{3}\right)}^{0}$ becomes ${m}^{3 \cdot 0}$, which is just ${m}^{0}$

Any value raised to exponent $0$ becomes one, according to the (obviously named) Zero-Exponent Rule

So, ${m}^{0}$ is just $1$
